Is bottom heat for seedlings always a good idea?

I own a heating pad for seedlings but I wonder, should I use it this year, or are plants better off without it?
And what about setting the seed tray on top of the refrigerator: good idea or bad?

Won’t hurt, specially if your environment is chilly. Heat mats and refrigerator tops will help germination but there is a greater risk that the trays will dry out from the extra heat. keep an eye on them, like several times a day. Once the seeds sprout, sunlight will do more good than heat.
