do those feather phonics cds really teach a bird to talk or is it just a gimmick?

I wouldn’t waste my money on them. The birds will likely tune out anything that is repetitive – just like humans do with TV commercials.
Its a far better idea to spend some one-on-one time with your bird for about 15 minutes a couple of times each day. Also, they will pick up on phrases that are interesting to them. One day they may just blurt out – “what ‘cha doing?” since that is something many people say when they first walk up to their pet’s cages. Another example is: I know of a friend’s bird who was housed in an area where he and his buddies always watched hockey games and one day the bird just started saying – “he shoots, he scores!”
